Income of infrastructure owner arises primarily from the provision of the infrastructure for transportation of passengers and freight. Income structure and factors influencing it are strongly dependent on:

  • Share of passenger and freight transport
  • Structure of passenger turnover
  • Freight turnover structure
  • Tariff system of traffic adopted for a particular owner of infrastructure


For example, Russian railways characterized with significant proportion of freight traffic with the mandatory preservation of long and commuter services. In the structure of passenger turnover low income local passenger transportation is prevailing, which though perform social functions of transport provision of large agglomerations. Tariff system for the owner of the infrastructure on Russian railways regulated by the state, and in relation to freight there are three classes of tariffs are set. Under the current tariff system infrastructure owner’s income considering the type of goods depends on freight or car turnover. For example:

  • goods carried in the versatile rolling stock (coal, ore, building materials, etc.) generate revenue depending on freight and wagon turnover
  • goods carried in specialized rolling stock (fertilizers, grain, cement, etc.), bring income to the owner of infrastructure depending on wagon turnover
  • liquid goods only generate revenue from freight turnover


The structure of freight turnover is dominated by transportation of low-income first-class goods - coal, inert construction materials, etc., and for the last 20-30 years due to changes in the structure of Russian economy there was a significant increase in the proportion of export freight of first class with a corresponding increase in distance and turnover respectively. The factors causing the decrease in freight turnover include:

  • decrease in the volume of transported goods
  • decrease in the rate of delivery
